OTL: New Earnings element

I'm having problems with a new earnings element that we just created.  This element  is a flat amount and requires no hours.  We have created our BEE batch using the new element.  Next we ran 'Validate for BEE' which completed successfully and 'Transfer to BEE' which completed successfully.  I get into the BEE Summary and select the Batch we just created. When I open the Batch Lines and try to select this new element, it is not in the LOV.  For some reason this new element is not transferring.  Can you help us resolve this problem?
