Position Hierarchy

 Can someone give me some advice.

I have set a Position hierarchy up with :-   Clerk  -  Approver 1  -  Approver 2

If the clerk raises the PO and it is approved by either Approver 1 or  Approver 2  then all the people in the hierarchy can see the PO.

BUT  if the PO is raised by Approver 1 and approved by Approver 2,  the clerk cannot see the PO even though their are in the Hierarchy.

Is this expected behavour ?

Can we get around this problem ?

Can we set the system up any other way to get around this problem.
