revision control and change control

Hello Experience Agile users,
I came across this in Agile Product collaboration user guide which explains that only revision control attributes are shown as per revision when different revisions are selected from rev drop down. However, Change-controlled items are always show as latest value.

I can set an attribute to be "change-controlled" in attribute configuration. Where do I identify attribute as being "revision-controlled"?

I would appreciate if you could explain the fundamental difference between these two.
