11gR2 Installation Issue

During installation of 11gR2 64 bit with initial database on Windows 2008 R2, I got a message

Configuration Assistant Warning:

"Enterprise manager configuration failed due to the following error-
Listener is not up. Start the Listener and run EM Configuration Assistant again. ~

After the installation , database can startup normally but listener does not have any handler for service. (lsnrctl status just shows instance)

I've just install it with initial database and almost with default conditions.(listener port is 1521 and default listener name)

Please let me know what the probome is.
