Restricting Picklist values baesd on user login

 Hi,

Could anyone suggest me how to restrcit the picklist values based on the User login irrespective of the owner of the record. I mean if the record owner is 'a',  owner 'b' has a rights to see the record created by 'a' but 'b' should be able to see restricted picklist values of the particular picklist field. Any help would be appreciated.
