Shipment type ID: Transport vs. Reposition

Just wondering what the difference is between the Shipment type IDs other than letting the user take note. There must be some clear difference because I am unable to change service providers in a reposition shipment but can change the SP in a transport shipment. What underlying qualities does the shipment type ID attach to the shipment?
