Changes in AutoCreate Withholding Tax

 I need to know about the oracle functionality regarding withholding tax. We are currently applying 10% withholding tax code on item level in payables invoice. Now there is change in law which require us to further apply withholding tax of 15 % on Withholding Tax amount. For Example there is an invoice of 100 $ and we apply 10% withholding tax than at the time of payment automatic withholding tax line will be created of amount 10$, but now we want to create two withholding tax line as follows:

1. Withholding Tax   10$ (10%*100)   Account Code is 00001 (for example)

2. Withholding Tax   1.5$ (15%*10)    Account Code is 00002 

Is there any way we can do it?
