Applying Automatic Holds based on Manual Adjustment % > 5%

We want to apply a Pricing modifier when the Price adjustment (Manual adjustment) on the Selling price is > 5% when compared to List price.   How can we apply Automatic holds ?  Do we need to write a custom processing constraint for this ?
