Cannot connect to 10g after patch set 3

Hi all
Not really experienced but after running patch set 3 on 10.2.0.3 to successfully go to 10.2.0.4, I get ORA 12154 with sqlplus.  TNSPING works for the service.  What else to check? (Standalone Enterprise install on Win 2003 Server).
