US PAY: Local tax issue

 We have been order by the local county to stop collecting the local occupational tax, and refund any monies collected, but not submitted to the county. 

We are looking for advice on how  to stop collecting this tax immediately, and then secondly, to easily handle a refund of some or all of this tax collected year to date.
