Unable to login to Progress Reporter v8 in LDAP mode

I get error "Logon denied for [owens]. You are not granted access for direct login." when attempting to login to Progress Reporter v8. In the Progress Reporter Administrator, it shows the Authentication mode is LDAP. The P6 Administrator is also set to LDAP, and I can log into that part of Primavera. Did I miss a setting for Progress Reporter?
