 I've created an SR for this but am posting here in case anyone has any ideas.

Oracle mobile downloads certain files to the mobile device. These may be cab files published to the mobile server. It also includes the files not present when the client is first installed on the PDA such as fieldservice.exe What I am trying to understand is what criteria is used by the mobile server to decide whether or not to send the files?

The problem we experience is that if the time changes on the mobile device for whatever reason, the mobile server wants to down load some or all of the published apps to the mobile device even though they are the same version that is currently on the mobile device. This causes a lot of pain with our users, especially those who travel to different time zones to work.
