401k limits

I have a new dba in PY that I am testing.  It  has a $16,500 annual limit with limit method 1.   When I run an interim payroll it still calculates the deduction even though it should not because the limit is reached. I thought it used F06146 with the limit 1 method however, it seems to be ignoring amounts in F06146.  I sql'd a high amount in F06146 to test the limit.  Maybe this is why it seems to be ignoring what is in F06146???
