how to make a DFF segment 'required' on the basis of a value in another segment within the same wind

hi folks,
i am sure you get this a lot... on CSXSRISR 'additional information for agents' DFF, i have two flex field segments available. the requirement is to make the second segment mandatory only if a certain value has been selected in the first segment. the first segment is mandatory. we cannot hide the second segment because it is filled out if personnel has the information.
