Multiple Branch/Plants instead of locations

We currently have multiple Branch/Plants(BU's) for locations across the US.  Within each branch are also multiple vans set up as locations.  Unfortunately, jde world does not allow for the Item Branch quantities (min/Max) at a location level and we are considering adding each van as a business unit.  Are there any best practices for for adding multiple BU's as a location?  Any other idea how this could be acomplished?
