Issues with updating Signon Password profile options

I am updating System profile options for Signon Passwords. However, this is causing issues with Oracle Discoverer Desktop and ADI log-ons. I am not sure what is causing the issue with Discoverer Desktop and ADI, Oracle Apps is working just fine with the changes.

Changes Made:

Signon Password Case: Sensitive

Signon Password Failure Limit: 3

Signon Password Hard to Guess: Yes

Signon Password Length: 7

Signon Password No Reuse: 720

I have narrowed the issue down to the password case and password hard to guess options. We are currently on 11i.

Any suggestions or anyone else experiencing this issue?
