Recipe Step Qty caculation

 Trying to verify the calculation that determines the Recipe Step Qty.  It appears that the formula product Qty is divided by the Routing Header Qty to arrive at the Step Qty on the Recipe.  Is this correct?  Are there any other variables in the equation?
