Cost Element In Avg Cost Update

 Hi,
I am updating the Average Cost Update for an Item, i am entering value as 100 in the field Inventory Value Change and save.

When i click on Button 'Cost Element' it gives me 2 transaction

Type 1
Cost Element = Material
Amount = 80

Type 2
Cost Element = Material Overhead
Amount = 20

Why is this cost getting splitted?  What is the formula for Spliting the cost element?
is it possible to have the entire cost 100 to be taken in cost element as 'Material Overhead', If yes then How?
