How to make Project Contract Status 'Active' ?

Hi

We are trying to change project status to ' Active' from its current status 'Entered'. And this we are trying from Contract Authoring workbench/Actions/Change Contract Status. But here in the list of values status 'Active' is not available there.

And as the status is not changed to 'Active' we are not able to initiate billing events for created contract/lines.

Can some one advice on this.
