How to stop scheduling a line when it goes on Credit Check failure hold

Hi

How can we model Sales order line so that when a credit check failure hold is applied, the lines on the order should not be scheduled.  I tried using "Scheduling Hold" but eventhough Scheduling hold is getting applied, it still schedule the lines and the Visibile_demand_flag is set to YES..

I have set Schedule Line on Hold to NO on the system parameter..  Could some one explain how can I achieve this ?  We are in 12.1.3.
