Sales Order Order Level Charge added Automatically based on Branch and Order Type

I am attempting to configure an Order Level Sales Order Charge that would get added to the Sales Order automatically based on Order Detail Attributes(F4201.MCU, F4201.DCTO).   I looked at Advanced Pricing Adjustments with Complex Price Groups which we currently use for Line Level Pricing but when using Order Level Pricing, I can not use the Order Detail Group which allows the use of Branch and Order Type. 

Has anyone else run into this situation?  If so, How were you able to resolve?
