Regarding 'OM: Default Salesrep' profile option to submit charges in Charges module?

 Hi all,
I have a query regarding 'Charges Module' in Oracle TeleServices. Is it necessary to set 'OM: Default Salesrep' to submit charges
to Order Management. If yes then what must be the reason?

I ask this because in our project we have a put validation and system checks if this particular profile option is set.?
