Payroll security - R073012

 Our payrolls are centralized.  So in the corporate office a payroll administrator executes pre-payroll.  Then we want the locations to print their own reports (R073012, R073062, etc.).  All reports honor the business unit security we have in place except the R073012.  Does anyone know how to resolve this other than creating a version per user.
