RLM$SCHDNEGACTION error in scheduled job

In database there are a lot of rolse defined (but not enabled by default). However the sscheduled job RLM$SCHDNEGACTION is throwing an error of maximum of 148 enabled roles exceeded. Does anybody knows how to avoid this? Oracle database is 10.2.0.4
