false cpu report

I have a 10.1.2.3 application server on AIX 5.3 with 10.1.0.4 infrastructure database that I am monitoring from oracle Grid Control 10.2.0.5. The grid diagnostic tools indicate host cpu consumption  is very high. 

i.e. ADDM Report:

Host CPU consumption was 94%.

Host CPU was a bottleneck and the instance was consuming 2% of the host CPU. All wait times will be inflated by wait for CPU.

At the same time topas shows cpu as idle 98%.

Is there a bug re: cpu metrics?
