Tax Regime not showing in List of Values

Hi Team,

I am creating AR invoice but in the tax button region i dont see any tax regimes or rates in the list of values, all it is showing blank, please suggest me where to start debug

I have completed all regime to rate setup along with Tax rules

I have not done below

Configuration owner tax options not set for legal entity and operating unit

application tax options not set for receivables

is this some thing need to be setup, if not where to cross check why AR Tax window does not show any regimes in the list of value, this is very critical issue please respond quickly
