r12 General Ledger NEW functionality

Hi

We are upgrading from 11i to r12.  Presently, they (client)  use security rules to control accessibility to different segments.  But, you know, this is done at the responsibility level.  So to control at the user level, they created separate responsibility for each USER.

In r12 upgration, requirement is at the USER level.  What new functionality, can we use to fultil the requirement?
