TRANSACTION_ACTION_ID

What are the TRANSACTION_ACTION_ID or transaction_types  that will not result into creation of journal entry in GL.

mta and mmt joins does not bring the amounts matching with inventory journal. by comparing what is missing found that sub inventory transfer are not creating Journal entry. can some one has the other action_id's/transaction_types  that will not create a JE?
