Running Payroll Locally on JDE E1 9.0

We are doing an upgrade from JDE E1 XE to 9.0 Tools 8.98.4.1.  Currently we run payroll and Vertex locally on 2 PCs.  Has anyone done this on 9.0?  Can it be done?  Thanks in advance for your help with this matter.
