Database on storage unable to open after server restart in windows

Hi to All,

                 I have database 10gR2 64 bits on windows 2003 x64 bit reside on storage our system administrator map stroage disk on server and created drives oracle software is on local drive e: and other drives f: g: h: are  on storage with one dbf files,control file and redologs and index dbf and temp files when server restart the database service is stuck at nomount stage when check in alert log unable to get controlfile which on one of drive which connected to storage I had try to apply one Doc from Microsoft How to Delay Loading of Specific Services articale no:-Q193888 but unfurtunetly it's failed doesn't work.
