Supplier Site DFF LOV

Oracle eBusiness Suite - Release 12.0.6

I am trying to create a Descriptive Flexfield against Supplier Sites.  I established that the DFF is under the module 'Purchasing' and title 'Vendor Sites'.  When I try to create the DFF line the 'Column' field LOV is blank.  I would normally expect to see a list of available Attributes.  There are no DFF lines currently associated with this DFF so no Attribute should be allocated.

Has anyone else experienced this issue or know how to resolve it?
