Hold Bill only line at booked status or 'Awaiting fulfillment' status

We have the following requirement and need your advice on how to handle such situations. 

1.We have a Business requirement to hold all the 'Bill only' sales order lines which are booked to be on hold at booked status untill finance(receivables Responsibility) releases the hold. Once finance releases the hold the order line status should change to 'Fulfilled'.  Can we define any such hold? if so, what should be hold definition?

 2.We want all the Bill only sales order once booked should go to 'Awaiting Fulfilled' and once the user choses the 'progress order' from the actions button then the order lines should go to fulfillment status. We cannot customized the workflow as it is a vanilla implementation.
