Shipped Quantity not updated using API

 I am using the api

WSH_DELIVERY_DETAILS_PUB.Update_Shipping_Attributes to update the shipped quantity on delivery details
as described in Pick Pack and Ship using Shipping Public API

my shipped quantity is not being updated--can anyone suggest what I need to do?
