Release management- OM Forecast lines

I'm am trying to create a sales order line with a status of "not available to ship" (NATS) via Release Management.  I entered a manual schedule using the detail type of forecast demand, but the result was a sales order line created with a status of awaiting shipping.    What set ups are needed to create an NATS line?
