Diagnostics Examine not prompting for password in R12

 All of the documents I have found say that if the profile Utilities:Diagnostics is set to NO the when you use Help\Diagnostics\Examine it "will" prompt for the APPS password. If set to 'YES' it will not. In our 12.1.3 upgrade instance we are testing I'm not finding that it ever prompts for the APPS password and wondered if anyone else has ran into this situation.

Utilities:Diagnostics = YES - It never prompts for the APPS password as is documented.

Utilities:Diagnostics = NO - Get a pop-up stating "Function not available to this responsibility. Change responsibilities or contact your system Administrator.". Documenation says it should prompt for the APPS password with this setting?
