What is the effect of net.ipv4.tcp_timestamps=0

I'm trying to get a firewall request approved.  The host is is rhel 5.4 with EM Grid Control 11gR1.  The
security people scanned the host using Rapid7/Nexpose.

The scan returns that "TCP timestamp response" is a vulnerability that needs to be fixed, and to fix
this by setting net.ipv4.tcp_timestamps=0 in /etc/sysctl.conf.

What is the effect of implementing this fix?  I've found a few blogs that recommend
net.ipv4.tcp_timestamps=0, but nothing in Oracle documents to support this.  I found an Oracle
presentation on Oracle Net Services (Performance, Scalability, HA and Security Best Practices)
which recommends:
