How to retrieve ID and values in the list of options from a picklist?

 Hello,
I would like to download the ID and the value of fields from a picklist. How could I do it?

From WS vs1.0 or vs2.0 I can download the ID and from API Services (Picklist WSDL) I can download the value, but I need to associate the ID with its value.
