Error on run the EMCA on 11gR2 SE win 2008 R2

 I run the follow command:

emca -config dbcontrol db -repos create

an give the follow error:

12/Abr/2011 18:20:16 oracle.sysman.emcp.EMReposConfig invoke
SEVERE: Error uploading configuration data to the repository
12/Abr/2011 18:20:16 oracle.sysman.emcp.EMConfig perform
SEVERE: Error uploading configuration data to the repository
Refer to the log file at C:\oracle\adminsig\cfgtoollogs\emca\sigeo\emca_2011_04_
12_18_04_49.log for more details.
Could not complete the configuration. Refer to the log file at C:\oracle\adminsi
g\cfgtoollogs\emca\sigeo\emca_2011_04_12_18_04_49.log for more details.

on the log file have the follow:

12/Abr/2011 18:20:16 oracle.sysman.emdrep.util.TransxWrapper perform
SEVERE: Error Loading TransX:Socket read timed out
