Multiple Garnishments

We have an employee with 10 garnishments.  She rarely makes enough money to pay them all.  However, we have the issue where if there is not enough money it is "refunding" the garnishments so her take home check is the minimum required (435.00).  We have read through the "Multiple Wage Attachment" documents but are still not able to resolve.  Currently we are only testing 3 in our PY environment and still having the same result.

Any help would be appreciated.
