Narrative text on a Routing

Has anyone used the narrative text option in the fold of the routing?

We have some products that require some very specific assembly instructions.  We have these instructions detailed step-by-step on several lines of the routing.  Only one line carries the labor time.  Unfortunately this requires the person processing the work order to handle every step of the routing in order to advance the work order to complete.  We had hoped the narrative text option (operation type) in the fold of the routing would allow the instructions to print and require only the step with labor time to be addressed.
