Quality Plan triggers to prevent moves past inspection

I know it's standard function to be able to move a job through sequences (i.e. seq 10 to seq 50) in one step.  I also know that if a collection plan is setup for the department in seq 20 than the collection plan won't run.  What Oracle tells me is to find the proper combination of triggers in order to get it right.  Does anyone know the right combination of triggers so the work order can't move past the inspection step.  I'm already looking into a personalization but as this will require a change in the Bar Code gun code, I'm not confident it
