Oracle Password Grace Period

 I have enabled a 15 day grace period for my Oracle account owners to allow them sufficent time to change there password.  Some of the users have entered the grace period however they are not getting prompt to change there passwords.  Is this the expected behavior?  How are they to change the password if they are not prompted or notified. 

Note: Most of these users access the database with some query tool (gui Interface).  They do not have the option to execute an ALTER USER command to change their password.
