Lock User Accounts after 3 login failures using ssh.

 Has anyone been able to lock User Accounts after 3 failed login attempts?  We are using ssh to access the system and the policy.conf and login cofig file changes don't seem to apply.  I can restrict the number of failed password attempts using the ssh config but it doesn't lock the account.
