credit check hold not getting effect for promotional line

 Customer available balance is zero, so when i entered and booked the order total order line put on credit hold by system including promotional line which is free with zero value but when i try to release the sales order the order line not released which has vaue but promotional line with zero value got interfaced and also invoice generated with zero value.

what will be the solution for this problem?
