Price Engine not providing Best Price

New Price modifier line being evaluated as customer's best price even though it's not the customer's best price available. 

The following two options are both available to this customer. 

A) Two tiered discount structure set up:  List Price $395.00 less  1st percent) Level 1 / bucket 1;  2nd percent) Level 2 / bucket 2 = net price $94.80.

New Price = $101.00 ) Level 2 / bucket 2

The pricing engine is calculating a 'Best Percent" of 74.43037 for option B and applying to order line.  The Best Percent is being based off List Price:  ((395-101)/395) = 74.43037. 

Why isn't the Pricing Engine calculating Best Percent for option B off of Adjustment Amount from Bucket 1? 

Note:  We are using 11.5.10.2 Advanced Pricing.  Pricing Phase set to Best Price, not Prececence.  Level 2 / Bucket 2 are set to the same Precendence.   Due to Event Phase setup, this should not come into the evalution anyways.  Qualifiers are not the reason for option B being applied.
