Order on Hold at Multiple level

Hi,

Issue :

As soon as the order is created (header created and saved) it goes on CBS financial hold. when it is released, i am allowed to book. i book, it goes on hold at line level.  it is released, then the line is progressed to create the * model.  when the * model is created, the *model line goes on credit hold. then it is released one last time so the order can be picked. 

When I check the order header Information through Actions -> Additonal Order Information.All lines are having Credit Check Failure Hold with the criteria as " Bill to Site" while at the Order Level there are two holds : One is for WIP activity having criteria as "Order" and the other is Credit Check Faiure Hold having criteria as Customer
