US PAY: Semi-Monthly pay to Bi-Weekly pay

We currently run a semimonthly pay for roughly 8000 associates in all 50 states.  Due to timing issues of when we run the pay versus when we receive hours, premium pay and time entry wages are paid two weeks in arrears.  In order to stay in compliance with with state laws, we are being strongly advised to move to a biweekly payroll.  MA, VT and WV all need to pay within a 5 day lag - other states have a 7 day lag and some go to as many as 10 days.  Our workweek ends on Sunday so this means payout by Friday (for the 5 day lag).
