Locking down frames in .rtf

I'm building .rtf format templates in Word 2003 and have a frame which is required to be at a particular position in the printed report.

The trouble is, the frame stays put when I check with print preview, but moves to be under the rest of the text when I move it to BI Publisher to print in PDF format.

Any suggestions on how to get the frame to stay EXACTLY where I put it?
