I would like understand the time waits of my query

 hello,     When I analyze a query on an update, I have the next result :
I do not understand who are waiting who ?
For my opinion i think it's Oracle which wait the application, and Oracle answer quickly the cpu time is 0.01 Sec

but "Elapsed Time (sec)

398.60"

I do not understand where I can win this Wait Time.
