rule_start_date - Service Contracts Billing Program

For release 11.5.10 when the Service Contracts Billing program is ran to put the billing data into the ra_interface_lines_all table, does anyone know which field from the contract gets put into the rule_start_date field in ra_interface_lines_all?  Which date field off of the contract is used?  And is anyone aware of any issues where the wrong date is getting sent over?
